1. (1)

These rules may be called the Punjab State Agricultural Marketing Board(Class-II) First Amendment Service Rules, 2010.

  (2) They Shall come into force on and with effect from the date of their publication in the Official Gazette.

3[(i) Degree in Engineering (Electrical) or should be Associate Members of the Institute of Engineering (Electrical) of the recognized university or institute:
(ii) Should have passed Matriculation examination with Punjabi as one of the compulsory or elective subject or any other equivalent examination in Punjabi Language, which may be specified by the Punjab Government from time to time:
   Provided that where a person is appointed on compassionate ground or priority basis under the instuctions issued in this behalf by the Punjab Government from time to time, the person so appointed, shall have to pass an examination of Punjabi language equivalent to Matriculation Standard or he shall have to qualify a test conducted by the Language Wing of the Department of Education of Punjab Government within a period of six months from the date of his appointment:
   Provided further that where a War Hero, (who has been discharged from defence services or paramilitary forces on account of disability suffered by him) or his widow or dependent member of his family, is appointed under the instructions issued in this behalf by the Punjab Government, the person so appointed, will not be required to possess aforesaid knowledge of Punjabi Language:
   Provided further that where a ward of Defence Service Personnel, who is a bona fide resident of Punjab State, is appointed by direct appointment, he shall have to pass an examination of Punjabi Language equivalent to Matriculation Standard or he shall have to qualify a test conducted by the Language Wing of the Department of Education of Punjab Government within a period of two years from the date of his appointment.
(i) From amongest the Junior Engineer working in the Board who possess degree in Engineering (Electrical) of a recognized university or institute and who have an experience of workign as such for a minimum period of three years;
(ii) From amongest the Junior Engineer (Electrical) working in the Board who possess Diploma in Engineering (Electrical) of a recognized University or Institute and who have an experience of working as such for minimum period of ten years.
(iii) From amongest Draftsmen working in the Board who possess Diploma in Engineering (Draftsman). and have an experience of working as such for a minimum period of ten years; and
(iv) From amongest the Junior Engineer and Draftsmen working in the Board who possess Associate Members of the Institute of Engineering of the recognized university or institute and who have an experience of working as such for a minimum period of five years
From amongest the Sub Divisional Officers(Electrical) who possess degree in Engineering of a recognized university or institute and who have an experience of working as such for a minimum period of three years in any department of the Government of Punjab or Punjab State Electricity Board 1[or State Government Undertaking].;

From amongest the Sub Divisional Officers(Civil) who possess degree in Engineering (Civil) of a recognized university or institute and who have an experience of working as such for a minimum period of three years in any department of the Government of Punjab or Punjab State Electricity Board 1[or State Government Undertaking].;

Secretary, Market Committee
(i)38 percent by direct appointment; and
(ii)62 percent by promotion
(i) Should possess degree of Bachelor of Science in Agriculture from a recognized university:
   Provided that the persons having rural background, and the persons having higher qualifications of Master's degree in Agricultural Economics or Master's degree of Business Administration from a recognized university will be given preference.
Explanation--For the purpose of this item, the persons, who have studied in the schools, situated in the rural areas for a minimum period of five years, and have passed Middle Standard Examination and Senior Secondary (Ten-plus-Two) Examination from such Schools, shall be deemed to have rural background; and
(ii) Should have passed Matriculation examination with Punjabi as one of the compulsory or elective subject or any other equivalent examination in Punjabi Language, which may be specified by the Punjab Government from time to time:
   Provided that where a person is appointed on compassionate ground or priority basis under the instuctions issued in this behalf by the Punjab Government from time to time, the person so appointed, shall have to pass an examination of Punjabi language equivalent to Matriculation Standard or he shall have to qualify a test conducted by the Language Wing of the Department of Education of Punjab Government within a period of six months from the date of his appointment:

The quota of promotion in the slab of sixty vacancies will be divided as under :
(i) From amongst the Senior Assistant/Assistants working in the Head office of the Board who possess Bachelor of Arts Degree of a recognized university or institute and who have an experience of working as such for a minimum period of twelve years.

15 vacancies

(ii) From amongst the Assistant Secretaries working in the Board who possess Bachelor of arts Degree or Bachelor of Science Agriculture Degree of a recognized university or institute and who have an experience of working as such for a minimum period of ten years.

18 vacancies

(iii) From amongst the Head Clerks, Market Committees who possess Bachelor of Arts Degree or Bachelor of Science Agriculture Degree of a recognized university or institute and who have an experience of working as such for a minimum period of five years.

6 vacancies

(iv) From amongst the Accountants working in the Market Committee who possess Bachelor of Arts Degree or Bachelor of Science in Agriculture Degree of a recognized university or institute and who have an experience of working as such for a minimum period of five years.

15 vacancies

(v) From amongst the publicity Assistants working in the Board who possess Bachelor of Arts Degree or Bachelor of Science in Agriculture Degree of a recognized university or institute and who have an experience of working as such for a minimum period of fifteen years.

2 vacancies

(vi) From amongst the Technical Assistants working in the Board who possess B.A. Degree or B.Sc Agriculture Degree of a recognized university or institute and who have an experience of working on either of the posts of Technical Assistants for a minimum period of twelve years.
